Assessing Artificial Intelligence Readiness of Public Health Institutions and Users in Ras Al Khaimah, UAE: Towards Achieving the Vision of the UAE National Artificial Intelligence Strategy 2031

Artificial intelligence (AI) is increasingly recognized as a transformative technology with the potential to improve healthcare service delivery. This policy paper assesses the preparedness of the Ras Al Khaimah health system to adopt AI safely, ethically, equitably, and effectively. The findings demonstrate a strong foundation for responsible AI adoption while identifying key readiness gaps. Rather than waiting for complete readiness, the paper argues for accelerating efforts to address these gaps alongside AI implementation. Recommendations include developing a health-specific AI strategy, strengthening workforce competencies, establishing sustainable financing mechanisms, implementing AI-specific monitoring and evaluation systems, and ensuring meaningful stakeholder participation throughout the AI lifecycle.
